The Problem

A multi-branch public institution ran on aging infrastructure that had evolved organically over years without strategic planning. The environment was entirely physical—no virtualization layer, no centralized management, and critical services on single points of failure.

  • 50+ physical servers with no virtualization or failover
  • Email on legacy platform with local storage—retention requirements unmet
  • Manual endpoint configuration with no standardization
  • Isolated network, not integrated with enterprise services
  • Recurring outages disrupting public services
  • No disaster recovery capability

This wasn't a patch job. It needed a ground-up rethink.

The Approach

Rather than a risky "big bang" migration, I designed a phased modernization strategy that prioritized stability at every step. Each phase had defined success criteria, rollback procedures, and blast radius controls.

Phase 1: Network Foundation

Designed new subnet architecture and integrated with enterprise network. Site-by-site cutover to control blast radius.

Phase 2: Virtualization

Deployed VMware vSphere cluster. P2V migrations for workloads that couldn't be immediately replaced. Eliminated worst hardware risks first.

Phase 3: Email Modernization

Migrated to Microsoft 365 with staged mailbox moves. Configured retention policies and legal hold for compliance.

Phase 4: Data Migration

Migrated core database to government-hosted private cloud with redundancy. Decommissioned legacy physical servers.

Phase 5: Endpoints

Implemented SmartDeploy for PXE/USB imaging. Deployed Group Policy baselines. Removed local admin via LAPS.

Critical Incident Response

Mid-migration, the legacy email database corrupted. I restored from backup, validated mailbox integrity, added enhanced checks, and resumed—proving exactly why we were doing this migration in the first place.

Lessons Learned

phase beats bang

Controlled rollout with defined blast radius made a massive transformation manageable. Each phase had rollback procedures before we started.

incidents prove value

The mid-migration database corruption would have been catastrophic in the old environment. Recovery demonstrated why modernization was necessary.

compliance enables operations

Email retention and legal hold eliminated recurring audit findings and legal discovery scrambles.

standardization scales

SmartDeploy and Group Policy turned endpoint management from per-machine firefighting into policy-driven consistency.
